#LGE2026: NMB PR Candidate Statistics

The selection of Proportional Representation (PR) Candidates during South African Local Government Elections involves a dual process: internal political party nomination mechanisms and statutory statutory submission and allocation rules overseen by the Electoral Commission of South Africa (IEC) under the Local Government: Municipal Structures Act.

Unlike Ward Councillors—who are elected individually to represent a specific geographical ward—PR Councillors represent political parties as a whole.

On 4 November, voters will cast ballots for local council seats after receiving a Ward ballot and a PR ballot.

Quota Calculation: The IEC uses the Droop Quota formula (taking total valid votes cast across both ward and PR ballots divided by total council seats available) to determine how many overall seats each political party has won.

Offsetting Ward Seats: The total number of ward seats a party wins is subtracted from its total allocated council seats. The remaining seats owed to the party are filled using its certified PR candidate list in sequential order.

• 33 Political Parties fielding PR Councillor Candidates
• 569 PR Councillor Candidates
• We have two former Mayors on the PR Lists – Retief Odendaal (DA) and Zanoxolo Wayile (SACP)
• The youngest PR Candidate is 18 years old – Nath-Lynne Mona-Rose Green (Born 2007-12-25) from the Patriotic Alliance
• The oldest PR Candidate is 82 years old – Robert Herold Wylde (Born 1950-09-13) from the African Christian Democratic Party
• The Political Party with the largest age gap – 5.26 years – is the African National Congress (youngest candidate of 27 and oldest candidate of 68)
• The Political Party with the smallest age gap between youngest and oldest candidates is Economic Emancipation Forum with a 37.5 year age gap between Ntombozuko Tsotsa (25) and Nomboniselo Eunice Matomela (49)
• The lowest average age amongst PR Candidates is 37.5 for the Economic Emancipation Forum
• The highest average age amongst PR Candidates is 53.79 for the Freedom Front.
