In my day children were referred to as being ‘troublesome’ or ‘lazy’ or ‘thick skinned’ or ‘slow’ or ‘dumb’.
Nowadays we refer to children that are learning challenged as qualifying for a ‘Special Needs’ school.
In the context of South African schooling the term Special Needs refers to learners who face barriers to learning that require support beyond what is typically provided in a mainstream classroom.
South African education policy (specifically Education White Paper 6 and the SIAS Policy) defines special needs through the following lenses:
1. Barriers to Learning
Instead of focusing solely on medical diagnoses, the education system identifies “barriers” that hinder a child’s progress:
- Intrinsic Barriers: Physical, mental, or developmental disabilities such as Autism Spectrum Disorder (ASD), ADHD, Down Syndrome, or visual and hearing impairments.
- Extrinsic Barriers: Environmental factors like extreme poverty, language difficulties, or a lack of previous educational foundation.
2. Levels of Support
Learners are categorized based on the intensity of support they require rather than their medical category alone:
- Low to Moderate Support: Often provided in mainstream or “full-service” schools with extra remedial assistance.
- High Support: Learners with severe disabilities or complex needs who require specialized facilities, modified curricula (like DCAPS), and constant access to onsite therapists (e.g., speech or occupational therapists). These learners are typically referred to Special Schools.
3. Core Categories of Need
Special needs are generally grouped into four main areas for educational planning:
- Cognition and Learning: Specific learning differences like dyslexia or global developmental delays.
- Communication and Interaction: Difficulties with speech, language, and social communication, common in children with Autism.
- Social, Emotional, and Mental Health: Challenges in regulating emotions or behavior, which can be linked to anxiety or trauma.
- Physical and Sensory: Physical disabilities affecting mobility or sensory processing, such as blindness or deafness.
4. Legal & Procedural Context
In 2026, placement in a special school in Gqeberha (such as Cape Recife or Elsen Academy) typically requires a formal Screening, Identification, Assessment, and Support (SIAS) process. This process confirms that the learner’s needs are “high” and cannot be met in a mainstream environment.
Cape Recife and Elsen are not the only two schools catering for Special Needs.
Special Needs schools are almost 100% fee paying schools and the monthly school fees can approach the levels of a Private School – mainly owing to the small classroom size, highly specialised support and very low teacher-pupil ratio.
Fees also vary widely so it is best to chat to each school directly to see what they can offer in termns of bursaries and other financial support.
