This group is designed to enhance communication, foster a sense of belonging, and facilitate the sharing of relevant information among residents of Parsons Hill. To ensure a positive and lawful environment for all members, please adhere to the following guidelines.

A. Core Purpose of the Group

Community-Focused: This group is primarily for discussions and sharing of information directly relevant to the Parsons Hill community.

Information Sharing: Share alerts (security, service delivery), local events, lost & found items, community initiatives, and relevant local news.

Support & Networking: Offer help to neighbours, seek recommendations for local services, and foster neighbourhood camaraderie.

B. General Etiquette & Respectful Communication

Be Respectful: Treat all members with courtesy and respect. Disagreements are natural, but personal attacks, insults, or aggressive language are strictly prohibited.

Stay On-Topic: Keep discussions relevant to the community’s purpose. Off-topic chats, memes, jokes, or non-urgent personal messages should be avoided to keep the group focused. Consider creating a separate “social” group if there’s demand.

No Spamming: Do not forward chain messages, unrelated advertisements, or excessive messages that do not contribute to the group’s purpose.

Use Private Messages: For personal conversations, one-on-one discussions, or replies that aren’t relevant to the whole group, please use private messages.

Be Concise: Keep your messages brief and to the point. Use text over voice notes for quick information if possible, or keep voice notes short.

No Excessive Broadcasting: Avoid sending multiple messages in quick succession if a single, well-constructed message would suffice.

No Name-Calling or Gossip: Do not engage in character assassination, spreading rumours, or gossiping about other residents or community members.

C. Legal Considerations (South African Context)

Crucially, please remember that all South African laws apply to communication on WhatsApp. What you say and share in this group can have legal consequences.

Defamation (Slander/Libel):

The Law: Publishing (which includes posting on WhatsApp) false information about another person that harms their reputation is unlawful.

Guideline: Do NOT post unverified accusations, derogatory comments, or false statements about individuals, businesses, or other groups. Even forwarding such content can make you liable. Stick to factual information and avoid speculation. If you have a complaint about an individual or business, follow formal channels.

Hate Speech (Promotion of Equality and Prevention of Unfair Discrimination Act – PEPUDA):

The Law: Any communication that incites harm, promotes hatred, or is offensive based on race, gender, religion, ethnic origin, sexual orientation, disability, etc., is illegal.

Guideline: Absolutely NO messages that discriminate, disparage, or incite hatred against any person or group based on protected characteristics. This includes jokes, memes, or comments that could be construed as hate speech.

Incitement to Violence or Criminal Activity:

The Law: Encouraging or orchestrating acts of violence, public disorder, or any other criminal activity is illegal.

Guideline: Do NOT post messages that advocate violence, vigilantism, or illegal acts. If reporting a crime, focus on facts, not calls for retribution.

Privacy (Protection of Personal Information Act – POPIA):

The Law: POPIA regulates the processing (collection, storage, use, sharing) of personal information. Sharing someone’s personal details (e.g., phone number, address, identity number, health status) without their consent is generally unlawful.

Guideline: Do NOT share personal information of other members, residents, or third parties (e.g., domestic workers, gardeners, security guards) without their explicit consent. This includes photos that clearly identify individuals without their permission, especially children. Be cautious when posting CCTV footage unless it’s strictly for crime prevention and anonymized where possible, or legally justified.

Misinformation and Disinformation:

The Law: While general misinformation might not always be illegal, spreading false information that causes panic, incites violence, or undermines public health (e.g., during a pandemic) can have legal repercussions.

Guideline: Verify before you share. Be wary of forwarding unverified messages, especially those related to security incidents, health alerts, or political matters. If in doubt, don’t share. Always cite credible sources where possible.

Copyright Infringement:

The Law: Sharing copyrighted material (e.g., newspaper articles, photos, videos) without permission from the owner can be illegal.

Guideline: When sharing news articles, post a link rather than copying and pasting the full text. If you’re sharing photos, ensure you have the right to do so or they are open-source.

D. Specific Community Information

Security Alerts:

Use for genuine alerts only. Provide factual, concise information (e.g., “Suspicious vehicle – white Ford Bakkie, reg ABC123GP, seen in van Niekerk Street near Park, 10:30 AM”).

Avoid speculation or panic-inducing messages. If a crime has occurred, advise members to contact the police (SAPS 10111) or relevant security company directly, rather than relying solely on the WhatsApp group for immediate response.

Do not post images of alleged criminals or their vehicles unless directly related to a police appeal or verified security company alert. Unverified images can lead to misidentification and legal issues.

Service Delivery Issues:

Report issues to the relevant municipality or service provider first. Share reference numbers in the group to avoid duplication (e.g., “Power outage in Block A, logged with Municipality Ref #123456”).

Avoid political rants; focus on factual reporting and updates.

Promotions & Business Listings:

Strictly Limited: Commercial advertising for personal businesses is generally discouraged to prevent spam.

Administrator Approval/Designated Day: If allowed, it should be on a designated “promo day” or require administrator approval. Keep it minimal and relevant to local services benefiting the community.

No Unsolicited Services: Do not add people to the group solely to market your services.

Lost & Found:

Post clear descriptions and photos (if appropriate) for lost pets or items.

When a lost pet is found, use the group to reunite it, but avoid sharing owners’ personal details publicly.

E. Administration & Enforcement

Group Admins: Admins are responsible for enforcing these guidelines. Their decisions regarding content moderation are final.

Reporting Violations: If you believe a member has violated these guidelines, especially legal points, please report it privately to an admin. Do not engage in public arguments within the group.

Consequences: Members who repeatedly violate these guidelines, particularly those related to legal infractions, may be removed from the group by the administrators without prior warning.

Disclaimer: The group administrators and creators are not responsible for the content posted by individual members. Each member is solely responsible for their own contributions and the legal consequences thereof.

E. Adverts

Any adverts posted MUST contain at the very least a Street Name and Suburb.

Any adverts without the street name and suburb will be deleted.

Any adverts for business OUTSIDE of Parsons Hill must carry information that will identify/link the poster to the advert.

Caution: When replying to any advert the normal cautions apply – Touch and feel the items advertised BEFORE handing over your cash.

F. POPIA ACT:

The Protection of Personal Information Act (POPIA) directly impacts how WhatsApp Community Group admins in South Africa handle residents’ data, as a group serving a specific community (like a neighborhood or complex) is generally not classified as a “purely personal or household activity” and is thus subject to the law. Since the act of simply adding a resident to a group exposes their cell phone number, name, and profile photo (all defined as personal information under POPIA) to all other members, the group admin—acting as the responsible party—is legally required to obtain voluntary, specific, and informed consent from the resident before adding them. The collection of this information must be minimally necessary for the group’s stated, lawful purpose, and admins must ensure that this data is not further processed or shared outside of the group’s intent without additional consent, placing an active duty on the admin to safeguard the privacy of all group members. Failure to comply with POPIA can result in penalties, including fines or legal action, emphasizing the importance of implementing robust data protection measures within these community groups.

By adhering to these guidelines, we can ensure our Parsons Hill Community WhatsApp Group remains a valuable, positive, and legally compliant resource for everyone.

Thank you for your cooperation!

The Parsons Hill Community Group Admin Team

Parsons Hill WhatsApp Group Guidelines: Fostering a Safe and Respectful Digital Neighbourhood Welcome to our community WhatsApp group!
