In this article we attempt to explain why some areas in Nelson Mandela Bay face more frequent outages or lower water pressure by looking at the “blueprint” upon which the Nelson Mandela Bay (NMB) grid was built.
Historical Context: The Architecture of Our Bay
To understand why a pylon collapses in Bushy Park or why water pressure drops in Lorraine, we have to look at the “bones” of our city. The infrastructure we rely on today—the cables, the pipes, and the reservoirs – were largely designed and laid down during the Group Areas Act (1950–1991).
While the laws have been repealed for decades, the physical layout of our city remains a legacy of segregation that still dictates how service delivery functions (and fails) today.
The “Buffer Zone” Infrastructure Gap
Apartheid urban planning was based on the creation of “buffer zones” – large tracts of empty land, industrial belts (like Struandale), or highways designed to separate different racial groups.
The Current Challenge: These vast, sparsely populated areas mean our electricity and water must travel much further than in a “compact” city.
The Result: We have thousands of kilometers of aging, high-tension lines and water mains traversing unpopulated ground. This makes them harder to monitor, easier to vandalize, and more expensive to maintain.
The Capacity Imbalance
Suburbs like Summerstrand, Walmer, and Newton Park were originally built with high-capacity electrical grids and robust water piping designed for low-density, high-consumption households. In contrast, areas like New Brighton, Zwide, and Motherwell were often fitted with lower-spec infrastructure intended for higher-density living.
The Current Challenge: As the city has integrated and grown, the “township” grids are often pushed to 150% of their intended capacity, leading to frequent transformer blowouts and “cold inrush” trips.
The Result: We aren’t just fighting “lack of maintenance”; we are fighting a grid that was never technically designed for the modern, integrated population of Gqeberha.
The “South End” Legacy and the CBD
The forced removal of the multi-racial community of South End in the 1960s didn’t just destroy a culture; it severed the heartbeat of the CBD’s infrastructure.
The Current Challenge: Much of the plumbing and electrical work in the central city and South End is “legacy” infrastructure – some of it dating back nearly a century.
The Result: When a main pipe bursts in the lower city, technicians are often working with diagrams and materials (like pitch-fiber or lead-jointed pipes) that are no longer standard, leading to longer repair times.
From “Group Areas” to a “United Grid”
The 60% water loss we see today often occurs at the transition points—the places where old “white area” infrastructure meets the “township” extensions built in the 80s and 90s. These joints and pressure-reduction valves are the frontline of our current service delivery crisis.
